The work that the government has done together with the private sector throughout this process of economic recovery is admirable and there has been a mutually supportive approach.<\/p>\n
\u201cIt is the first time that you find a State working with the tourism sector for the same benefit. Without this vaccination support, it would have been impossible to promote the sustainability of the Dominican Republic and the boom will come from that perception and that level that we have achieved in the health area, \u201dexplained Jorge Subero Medina, executive president of Cap Cana.<\/p>\n
The executive considers that the promotion of the vaccination program has been fundamental in this process, which has been demonstrated with the recovery of the tourism sector. He indicated that the country has shown signs of being efficient in controlling the pandemic.<\/p>\n
Regarding the real estate sector, he explained that the country has developed an infrastructure that has been working for many years, which helps promote the Dominican Republic as a destination to live.<\/p>\n
Among the variables that Subero Medina considers to have been key to economic recovery, is that the country was supplied with everything necessary during the most difficult months of the pandemic, but the Dominicans also had the support of the State at all times. “The food that was served to supply tourists was enough to meet domestic demand and that helped, at the same time, that the economy remained stable,” he says.<\/p>\n
According to the CEO of Cap Cana, in the case of hoteliers, there were many who remodeled their facilities during the closing period, but the real estate area also focused on developing new homes.<\/p>\n
He highlighted the positive effect on the economy of the release of approximately RD $ 215,000 million from the legal reserve, by the Central Bank, to maintain the flow of resources to the productive sectors. “Anyone who had the opportunity to acquire real estate was able to access a loan with these facilities and that boosted the economy,” he said.<\/p>\n
In his opinion, the Confotur Law also played a preponderant role, since those who wanted to acquire a home were able to make use of this legal instrument to access the facilities it offers.<\/p>\n
According to the Cap Cana executive, tourism promotion at the moment is going well enough, but he understands that the main promoters of tourism are the more than ten million Dominicans, many of whom have discovered that it is necessary to know their country.<\/p>\n
For Subero Medina, the problem of incentives for certain economic sectors does not have to do with land clearing, but rather with the optimization of regulations and permits, that is, how and where they are granted. He cites, for example, that the special tax treatment that the Confotur Law has promotes investment and linkage in relation to the tourism sector. He assured that it is proven that this legislation gives more benefits than the fiscal sacrifice that it means for the State.<\/p>\n
“In the case of real estate tourism, you get someone to come to live in the Dominican Republic, permanent or semi-permanent and that coexistence leads to other benefits, such as the purchase of vehicles, consumption of fuel, food, electricity, telecommunications and generates jobs,” which also pay taxes \u201d, affirms the executive president of Cap Cana, who considers that if there is a clearing of tax exemptions in the tourism sector it would be part of a catastrophe (\u2026) and it would not benefit the country at all.<\/p>\n
He gave us an example that if someone buys a plot of 700 square meters for the US $ 100,000 and a 400-meter house is built on that land, the average must be around US $ 1,000, and the materials that were acquired in the local market all pay taxes. In that sense, he said that the State barely exonerates 1% of that amount. “The tax burden or savings that the State has based on the production and investment that an investor is making is minimal,” he said.<\/p>\n

El trabajo que ha hecho el gobierno junto con el sector privado durante todo este proceso de recuperaci\u00f3n de la econom\u00eda es admirable y ha habido un enfoque de apoyo mutuo.<\/p>\n
\u201cEs la primera vez que encuentras un Estado trabajando con el sector turismo para el mismo beneficio. Nosotros, sin ese apoyo de vacunaci\u00f3n, hubiera sido imposible promocionar la sostenibilidad que tenido Rep\u00fablica Dominicana y el auge vendr\u00e1 por esa percepci\u00f3n y ese nivel que hemos logrado en la parte sanitaria\u201d, explic\u00f3 Jorge Subero Medina, presidente ejecutivo de Cap Cana.<\/p>\n
El ejecutivo considera que la promoci\u00f3n del programa de vacunaci\u00f3n ha sido fundamental en este proceso, lo cual se ha demostrado con la recuperaci\u00f3n del sector turismo. Indic\u00f3 que el pa\u00eds ha dado muestras de ser eficiente en el control de la pandemia.<\/p>\n
En cuando al sector inmobiliario, explic\u00f3 que el pa\u00eds ha desarrollado una infraestructura que se ha venido trabajando durante muchos a\u00f1os, lo cual ayuda a que se promueva a Rep\u00fablica Dominicana como un destino para vivir.<\/p>\n
Entre las variables que Subero Medina considera que han sido clave para la recuperaci\u00f3n econ\u00f3mica, est\u00e1 que el pa\u00eds estuvo suplido de todo lo necesario durante los meses m\u00e1s dif\u00edciles de la pandemia, pero tambi\u00e9n los dominicanos contaron con el apoyo del Estado en todo momento. \u201cLa comida que se serv\u00eda para suplir a los turistas fue suficiente para atender la demanda interna y eso ayud\u00f3, al mismo tiempo, que la econom\u00eda se mantuviera estable\u201d, afirma.<\/p>\n
De acuerdo con el presidente ejecutivo de Cap Cana, en el caso de los hoteleros hubo muchos que remodelaron sus instalaciones durante el per\u00edodo de cierre, pero tambi\u00e9n el \u00e1rea inmobiliaria se centr\u00f3 en desarrollar nuevas viviendas.<\/p>\n
Destac\u00f3 el efecto positivo que tuvo en la econom\u00eda la liberaci\u00f3n de aproximadamente RD$215,000 millones del encaje legal, por parte del Banco Central, para mantener el flujo de recursos hacia los sectores productivos. \u201cTodo el que ten\u00eda la oportunidad de adquirir una propiedad inmobiliaria pudo acceder a un pr\u00e9stamo con estas facilidades y eso dinamiz\u00f3 la econom\u00eda\u201d, sostuvo.<\/p>\n
A su entender, la Ley de Confotur tambi\u00e9n jug\u00f3 un papel preponderante, ya que los que quisieron adquirir una vivienda pudieron hacer uso de este instrumento legal para acceder a las facilidades que ofrece.<\/p>\n
Seg\u00fan el ejecutivo de Cap Cana, la promoci\u00f3n tur\u00edstica en estos momentos va lo suficientemente bien, pero entiende que los principales promotores del turismo son los m\u00e1s de diez millones de dominicanos, muchos de los cuales han descubierto que es necesario conocer su pa\u00eds.<\/p>\n
Para Subero Medina, el problema de los incentivos a determinados sectores econ\u00f3micos no tiene que ver con el desmonte, sino con la optimizaci\u00f3n de las regulaciones y permisos, es decir, c\u00f3mo y d\u00f3nde se otorgan. Cita, por ejemplo, que el tratamiento fiscal especial que tiene la Ley de Confotur promueve la inversi\u00f3n y el encadenamiento con relaci\u00f3n al sector turismo. Asegur\u00f3 que est\u00e1 demostrado que esta legislaci\u00f3n da m\u00e1s beneficios que el sacrificio fiscal que significa para el Estado.<\/p>\n
\u201cEn el caso del turismo inmobiliario, t\u00fa logras que alguien venga a vivir a Rep\u00fablica Dominicana, permanente o semipermanente y esa convivencia lleva a otros beneficios, como es la compra de veh\u00edculos, consumo de combustibles, alimentos, electricidad, telecomunicaciones y genera empleos, los cuales tambi\u00e9n pagan impuestos\u201d, afirma el presidente ejecutivo de Cap Cana, quien considera que si hay un desmonte de exenciones fiscales en el sector tur\u00edstico ser\u00eda parte de una cat\u00e1strofe (\u2026) y en nada beneficiar\u00eda al pa\u00eds.<\/p>\n
Puso como ejemplo que si alguien compra un solar de 700 metros cuadrados por US$100,000 y en ese terreno se construye una vivienda de 400 metros, el promedio debe rondar los US$1,000 y los materiales que se adquirieron en el mercado local todos pagan impuestos.
